Scoil Naithí:  Polasaí Cláraithe – leagan 14/11/2017

Leagadh an Polasaí seo síos de réir riachtanais an Acht Oideachais 1998.  Beidh Cathaoirleach an Bhoird Bainistíochta agus Príomhoide na scoile sásta aon ní eile a bhaineann leis an bpolasaí a shoiléiriú do thuismitheoirí.  Sa chás nach bhfuil an leagan Gaeilge agus an leagan Béarla den pholasaí ag teacht le chéile is ag an leagan Gaeilge a bheidh forlámhas.

 

Fealsúnacht na Scoile

Is Gaelscoil í Scoil Naithí a bhfuil oideachas iomlán an pháiste trí mheán na Gaeilge mar phríomhaidhm aici.  Tá an scoil faoi phatrúnacht an Ardeaspaig Chaitlicí, agus feidhmíonn an scoil faoi ghnáthrialacha na Roinne Oideachais agus Scileanna.  Curaclam páiste-lárnach atá i bhfeidhm a aithníonn luach agus éagsúlacht gach páiste agus a chuireann ar a chumas an fhorbairt iomlán is dual dó/di a dhéanamh mar pháiste, agus ina shaol sa tsochaí.  Tá sé mar aidhm againn timpeallacht shuaimhneach a chruthú ina ndéantar cúram d’fhorbairt intleachtúil, fhisiciúil, chultúrtha, mhorálta, spioradálta, shóisialta agus mhothúchánach an pháiste.  Déantar dea-luachanna Críostúla a chothú.   Creidimid go bhfuil comhoibriú, dea-bhéasaí agus dea-iompar riachtanach d’éifeacht na scoile agus d’fhorbairt agus dul chun cinn na bpáistí.  Spreagtar páistí i ngach gné den chultúr Gaelach—teanga, cluichí, ceol, damhsa agus traidisiúin.  Tá rannpháirtíocht agus tacaíocht na dtuistí mar chuid thábhachtach de shaol na scoile.

 

Is córas lánthumtha atá i bhfeidhm sa scoil agus ní thosaítear ar an mBéarla a theagasc go dtí go mbíonn an páiste sna Naíonáin Shinsearacha (an 3ú téarma).

 

Is scoil aon sraithe do bhuachaillí agus do chailíní í Scoil Naithí. Tá rang amháin againn de gach rang ó Naíonáin Shóisir go Rang a 6.  Tá trí mhúinteoir dhéag ar fhoireann na scoile; ocht múinteoir ranga, múinteoir breise a dhéanann freastal ar na ranganna ar fad, triúr múinteoirí oideachais speisialta (roinntear duine acu le scoileanna eile)  agus príomhoide riaracháin.

Braitheann an scoil go príomha ar acmhainní agus deontais a chuireann an Roinn Oideachais agus Scileanna ar fáil agus feidhmíonn sí laistigh de rialacha na Roinne sin.  Is i gcomhthéacs an tsoláthair a dhéanann an Roinn a chuirtear polasaithe na scoile i bhfeidhm.  Is iad na cláracha curaclaim mar atá leagtha amach ag an Roinn Oideachais agus Scileanna a leantar sa scoil. 

 

Cuirtear fáilte roimh gach páiste go Scoil Naithí is cuma cén cúlra teanga, sóisialta, náisiúntachta nó creidimh atá acu.  Bunaíodh Scoil Naithí le freastal a dhéanamh ar thuismitheoirí an cheantair a bhí ag éileamh bunoideachas lán-Ghaeilge dá bpáistí.  Tugtar tosaíocht sa scoil dá bhrí sin do pháistí atá á dtógáil le Gaeilge agus do pháistí a bhfuil líofacht sa Ghaeilge ag tuismitheoir amháin ar a laghad.

 

Aithnítear cearta tuismitheoirí a bpáistí a chlárú ina rogha scoile, ach tá Bord Bainistíochta Scoil Naithí freagrach freisin as cearta phobal na scoile trí chéile, agus go háirithe cearta pháistí na scoile atá cláraithe cheana féin.  Éilíonn sé seo breith chóir chothrom faoi réir ag prionsabail an dlí nádúrtha ag cur leas na bpáistí ar fad san áireamh.  Ag tacú leis an scoil i gcúinsí den chineál seo tá sé de cheart ag an mBord Bainistíochta uasmhéid na bpáistí in aon rang ar leith a leagadh síos.

 

 

 

Modh cláraithe do Naíonáin Shóisir

Glacfar le páistí i rang na Naíonáin Shóisir atá ceithre bliana d’aois roimh nó ar an 31ú Márta sa bhliain ina dtosnaíonn siad ar an scoil agus nach bhfuil an cúig bliana ** sroichte acu ar an dáta céanna ach amháin i gcás páistí i gcatagóir 1 thíos nach bhfuair tairiscint ar áit an bhliain roimhe sin.

**Níl páistí atá cúig bliana d’aois roimh nó ar an 31ú Márta sa bhliain ina dtosnaíonn siad ar an scoil incháilithe.

 

Foirmeacha iarratais

Beidh foirmeacha iarratais F1 ar fáil ón scoil. Iarrfar ar na tuismitheoirí/caomhnóirí an fhoirm iarratais a líonadh agus í a sheoladh ar ais chun na scoile. Clárófar ainm an pháiste ar liosta na bliana cuí. Seolfar litir chuig na tuismitheoirí/caomhnóirí ag rá leo go bhfuil ainm a bpáiste ar liosta na n-iarratasóirí don bhliain chuí agus go mbeifear i dteagmháil leo arís i mí na Nollag sula dtosódh a bpáiste ar an scoil. Ní hionann foirm iarratais comhlánaithe agus dearbhú go mbeidh áit ar fáil sa scoil.

 

I mí na Nollag na bliana cuí seolfar litir agus foirm iarratais F2 chuig gach duine atá ar liosta na            

n-iarratasóirí don scoil bhliain dar gcionn. Iarrfar ar thuismitheoirí/chaomhnóirí an fhoirm a líonadh agus í a sheoladh ar ais chun na scoile (roimh dháta ar leith) más spéis leo fós áit a lorg dá bpáiste sa scoil.  Ní ghlacfar le foirmeacha i ndiaidh an dáta seo. ‘S’iad foirmeacha F2 a úsáidfear agus áiteanna á ndáileadh ar pháistí. Iarrfar ar thuismitheoirí/chaomhnóirí Teastas Breithe, Teastas Baiste (más ann dó) agus dhá bhille fóntais reatha (m.sh. leictreachas, fón) a sheoladh ar ais leis an F2 chomh maith mar chruthúnas ar an seoladh baile.   Caithfear bunchóipeanna de na cáipéisí seo a sholáthar; ní ghlacfar le cóipeanna.

NB:  Tá sé de dhualgas ar thuismitheoirí/caomhnóirí nach bhfaigheann an fhoirm teagbháil a dhéanamh leis an scoil roimh an 15ú Nollaig.

 

Dáileadh na n-áiteanna

Déanfaidh Bord Bainistíochta na scoile cinneadh maidir leis an líon daltaí go nglacfar leo i Rang na Naíonáin Shóisir ó bhliain go bliain.  Agus an cinneadh seo á dhéanamh, cuirfidh an Bord na sonraí seo a leanas san áireamh: líon iomlán na ndaltaí atá cláraithe sa scoil, treoracha atá leagtha síos ag an Roinn Oideachais agus Scileanna maidir le méid na ranganna nó soláthar foirne, agus/nó aon choinníollacha eile a bhaineann le cóiríocht, ar nós spás fisiciúil nó sláinte agus leas na bpáistí. Tairgfear áiteanna sa scoil i mí Eanáir/Feabhra.

 

Tabharfar tús áite (san ord thíos luaite): 

 

1.     do pháistí sa cheantar atá á dtógáil le Gaeilge agus do dheartháir nó do dheirfiúr le dalta atá ag freastal ar an scoil nuair atá na háiteanna á ndáileadh i mí Eanáir/Feabhra. [Féach nóta (i) .]

2.    do pháistí múinteora buan atá ar fhoireann na scoile faoi láthair

3.    do pháistí sa cheantar a bhfuil Gaeilge líofa ag ar a laghad tuismitheoir amháin. [Féach nóta (ii).]

Nótaí ar na critéir:

(i)         Sé an tuiscint atá ag an mBord Bainistíochta ar páistí atá á dtógáil le Gaeilge páistí a bhfuil an Ghaeilge mar theanga clainne acu agus atá líofa sa teanga.  Is ar thuismitheoirí/ an tuismitheoir a bheidh an fhreagracht a thaispeáint go bhfuil a gcuid páistí á dtógáil le Gaeilge.Tá sé de cheart ag an mBord Bainistíochta agallamh a chur ar thuismitheoirí a mhaíonn go bhfuil a bpáistí á dtógáil le Gaeilge acu, maraon leis an bpáiste a bheadh ag lorg áite sa scoil.

(ii)       ‘Sé an tuiscint atá ag an mBord Bainistíochta ar líofachtgo bhfuil an Ghaeilge ar a thoil/a toil ag an tuismitheoir agus go bhfuil sé ar a chumas/a cumas comhrá líofa agus a ghnó/a gnó a dhéanamh tré mheán na Gaeilge. Tá sé de cheart ag an mBord Bainistíochta agallamh a chur ar thuismitheoirí chun líofacht Gaeilge a mheas.

 

Sa chás go mbíonn níos lú áiteanna ar fáil i gcatagóir 1 ná mar atá ainmneacha ar an liosta, is de réir dáta breithe a dháilfear na háiteanna. Cuirfear páistí sa chatagóir seo nach bhfaigheann áit sa bhliain chuí san áireamh an bhliain dar gcionn agus áiteanna a ndáileadh, sé sin ní bhainfidh an teora aoise leo.

Sa chás go mbíonn níos lú áiteanna ar fáil i gcatagóirí 2-5 ná mar atá ainmneacha ar an liosta, is ar bhonn chrannchuir a dháilfear na háiteanna.

Sa chás go mbíonn áiteanna gan líonadh tar éis do na páistí atá san aicme aoise cuí tairiscint ar áit a fháil, féadfar áit a thairiscint do pháistí a chur iarratas isteach don bhliain dar gcionn de réir dáta breithe.

 

Déanfar na háiteanna sa scoil a thairiscint i mí Eanáir/Feabhra na scoil bhliana cuí.

Iarrfar ar thuismitheoirí/chaomhnóirí an fhoirm ghlactha a sheoladh ar ais roimh dháta ar leith.

Muna bhfaightear an fhoirm ghlactha roimh an dáta sin, tairgfear an áit do pháiste eile.

Iarrfar orthu chomh maith glacadh le héiteas, Cód Iompair agus Rialacha na Scoile.    

 

Liosta feithimh

Nuair a bhíonn na háiteanna ar fad líonta, cuirfear ainmneacha na bpáistí eile ar liosta feithimh in ord. Cuirfear áit an pháiste ar an liosta feithimh in iúl do na tuismitheoirí/caomhnóirí cuí. Má bhíonn folúntas ann ina dhiaidh sin tairgfear an áit don pháiste atá ag barr an liosta feithimh.

Ní ghlacfar le páistí i rang na Naíonáin Shóisir i rith na scoilbhliana ach sa chás go bhfuil siad ag bogadh isteach sa cheantar ó Ghaelscoil eile agus go bhfuil spás sa rang. 

 

Cruinniú eolais

Tionólfar cruinniú eolais i mí Bealtaine do thuismitheoirí Naíonáin Shóisir na scoilbhliana dar gcionn. Tá sé riachtanach go mbeidh tuismitheoir amháin ar a laghad as gach clann i láthair. 

Clárú i ranganna seachas na Naíonáin Shóisir

Is féidir glacadh le páiste ón gceantar i ranganna seachas na Naíonáin Shóisir. Cuirfear clárúchán iomlán na scoile agus líon na bpáistí sa rang san áireamh agus an cinneadh á dhéanamh.

Is leis an mBord Bainistíochta amháin an cinneadh glacadh nó gan glacadh le páiste i rang ar bith seachas rang na Naíonáin Shóisir.

 

Is de réir na gcritéar seo a leanas a dhéanfar an cinneadh:

 

  • an páiste a bheith ag bogadh isteach i gceantar na scoile
  • spás a bheith ar fáil sa rang atá i gceist
  • an dalta a bheith ag aistriú ó Ghaelscoil eile nó ó scoil Ghaeltachta
  • Gaeilge líofa a bheith ag an bpáiste
  • má shíleann an Príomhoide/Bord Bainistíochta cumas Gaeilge an pháiste a bheith sásúil.

 

Iarrtar ar thuismitheoirí/chaomhnóirí ar mian leo a gcuid páistí a chlárú i ranganna seachas rang na Naíonáin Shóisir iarratas i scríbhinn maraon le foirm F3 chomhlánaithe a chur chuig Bord Bainistíochta na scoile. Cuirfear dátstampa ar an bhfoirm nuair a fhaigheann an scoil í.

Cuirfear na hiarratais ar liosta feithimh de réir an dáta ar a bhfaightear an fhoirm F3. Fanfaidh na hiarratais ar an liosta feithimh go dtí an cúigiú lá déag de mhí Mheán Fómhair dar gcionn.

Caithfear iarratas nua a dhéanamh roimh/ar an dáta sin leis an áit ar an liosta feithimh a choinneáil.

 

 

 

 

Páistí faoi mhí-chumas nó le riachtanas breise speisialta oideachais

Cuirfear iarratas ar áit sa scoil do pháistí faoi mhí-chumas nó páistí a bhfuil riachtanas speisialta oideachais acu ar an bhfoirm iarratais chaighdeánach.  In éineacht leis an bhfoirm beidh miontuairisc ar mhí-chumas/riachtanais oideachais an pháiste maraon le tuairisc leighis, mheasúnaithe nó shíceolaíoch de réir mar a oireann.  Sa chás nach bhfuil a leithéid de thuairisc ar fáil d’fhéadfadh an Bord Bainistíochta a iarraidh go ndéanfaí measúnú ar an bpáiste.  Ionas go mbeidh dóthain ama ann chun riachtanais a mheas agus acmhainní a lorg caithfear iarratas ar áit do pháiste le riachtanas speisialta a dhéanamh roimh 31 Nollaig an bhliain sula mbeadh an páiste le tosú ar scoil.  Tá sé de dhualgas ar thuismitheoirí pháiste faoi mhí-chumas nó le riachtanas breise speisialta oideachais an scoil a choimeád ar an eolas go leanúnach maidir le staid a bpáiste agus aon athrú sa staid sin.  Déanfar maoiniú ar pháistí le riachtanais speisialta de réir na n-acmhainní a chuirtear ar fáil don Bhord Bainistíochta ón Roinn Oideachais agus Scileanna.  I gcásanna eisceachtúla amháin a dhéanfar aon scrúdú ar iarratas ar áit sa scoil do pháiste le riachtanas speisialta oideachais a bheadh le haistriú ó scoil áitiúil eile.

 

Gnás Achomharc

De réir Alt 28 den Acht Oideachais 1988, is féidir le tuismitheoirí nach bhfuil sásta le cinneadh cláraithe achomharc a dhéanamh leis an mBord Bainistíochta. Caithfear an t-achomharc a chur i scríbhinn chuig Cathaoirleach an Bhoird ag lua údar an achomhairc laistigh de dheich lá ón lá go bhfaightear an diúltú. Sa chás go bhfuil tuismitheoirí mí-shásta le toradh an achomhairc seo féadfaidh siad achomharc a dhéanamh leis an Roinn Oideachais agus Scileanna de réir Alt 29 den Acht Oideachais ar fhoirm oifigiúil a sholáthraíonn an Roinn. Cuirfidh an scoil an fhoirm seo ar fáil do thuismitheoirí/chaomhnóirí. Caithfear an t-achomharc a thaisceadh laistigh de 42 lá ón lá go bhfaightear an diúltú.

  

 

 

 

 

Enrolment Policy

                                                                                          Scoil Naithí:  Polasaí Cláraithe – version 14/11/17

This policy was drafted in accordance with the provisions of the Education Act 1998.  The Chairperson of the Board of Management and the Principal Teacher will be happy to clarify any further matters arising from this policy.  Where the Irish and English versions of this policy are at variance with one another the Irish version is deemed to be binding.

 

School Philosophy

Scoil Naithí is a Gaelscoil whose primary aim is to fully educate the child through the medium of Irish.  The school is under the patronage of the Catholic Archbishop of Dublin and functions in accordance with the rules of the Department of Education and Skills.  A child centred curriculum is in place which recognises the value and uniqueness of each child and where everyone is encouraged to develop to their full potential. 

We strive to provide a peaceful, caring environment in which all aspects of the pupil:  intellectual, physical, cultural, moral, spiritual, social and emotional development are promoted.  Good Christian values are also promoted.  We believe that co-operation, good manners and good behaviour are essential for an effective school and for the progress and educational development of the children.  We encourage the children to participate in every aspect of our Irish culture — language, games, music, dance and traditions.  Parental participation and support is an important aspect of school life.

 

We use the total immersion method of language acquisition in the school and English is not taught until Senior Infants (3rd term).

 

Scoil Naithí has eight classes, one of each class from Junior Infants to Sixth Class.  All classes are mixed (boys and girls).  There are thirteen teachers on the school staff; eight classroom teachers, one extra teacher who works with groups in all classes, three special education teachers (one is shared with other schools) and an administrative principal.

The school depends primarily on the resources and grants supplied by the Department of Education and Skills and it functions as a school within the rules, as laid down by the Department.  The enrolment policy of the school is set out within the context of regulations set down by the Department of Education and Skills.  The school follows the curriculum as laid down by the Department.

 

All children, irrespective of linguistic, social, religious background or nationality are welcome in Scoil Naithí.  Scoil Naithí was founded to serve parents in the area who wished their children to be educated through the medium of Irish.  In the allocation of school places preference is given therefore to children who are being brought up through Irish and to children for whom at least one parent is fluent in Irish.   

 

While recognising the right of parents to enrol their child in the school of their choice, the Board of Management of Scoil Naithí is also obliged to respect the rights of the existing school community and in

particular, the children already enrolled.  This requires balanced judgements, which are guided by the principles of natural justice and acting in the best interest of all children.  Assisting the school in such circumstances, the Board of Management reserves the right to determine the maximum number of children in each separate class.

 

Method of enrolment in Junior Infants

Children will be accepted in Junior Infants who are four years on or before the 31st March of the year they start school and have not reached five years** on the same date except in the case of children in category 1 below who were not offered a place the previous year.

**Children 5 years of age on or before the 31st March of the year they start school are not eligible.

Application Forms

Application form (F1) will be available from the school.  Parents/guardians will be asked to fill in an

application form and return it to the school.  The child’s name will be placed on our list of applicants for the appropriate year.  Parents/guardians will receive a letter informing them that their child’s name has been placed on our list of applicants for the appropriate year and that the school will be in contact with them in December of the year before the year their child is due to start school.  The completion of an application form does not guarantee a place at the school.

 

In December a letter and an application form (F2) will be sent to everyone on our list of applicants for the following school year.  Parents/guardians will be asked to complete the form and return it to the school before a certain date if they are still seeking a place for their child in Scoil Naithí.  Applications received after this date will not be considered. Places will be allocated using the F2 forms. Parents/guardians will also be asked to supply the school with a Birth Certificate, Baptismal Certificate (if appropriate) and two current utility bills (e.g. electricity/phone bill) as proof of address.  All documents submitted must be original; copies will not be accepted.

NB:  It is the responsibility of parents/guardians who do not receive the form to contact the school before the 15th December.

 

The allocation of places

The Board of Management will determine the number of children to be enrolled in Junior Infants on a

yearly basis.  The Board will consider the following while making the decision:  the number of children

enrolled in the school, the Departmental guidelines for appointing staff and the maximum numbers of

children in any particular class and/or other relevant conditions such as the size of the classrooms and the health and safety of the children.  Places will be offered in January/February.

 

Preference will be given (in the order given below) to:

 

1.    children in the area who are being brought up through Irish and siblings of pupils who are attending the school at the time when places are being allocated in January/February [see (i) below]

2.    children of a permanent teacher currently in the school

3.   children in the area for whom at least one parent is fluent in Irish [see (ii) below]

4.   children in the area who are attending a Naíonra Gaelach

5.   other children in the area

 

Notes on the criteria:

(i)         What the Board of Management understands by children who are being brought up through Irish is children whose home language is Irish and are therefore fluent in Irish. It is the responsibility of parent(s) to show that their child is being brought up through Irish. The Board of Management has the right to interview parents who claim that they are bringing up their children through Irish, along with the child who is seeking a place in the school.

(ii)       In relation to 3, the Board of Management is referring to parents who are proficient in Irish and who can converse fluently and conduct their business through the medium of Irish. The Board has the right to interview parents to establish Irish language fluency.

 

Where the number of applicants in category 1 exceeds the number of places available, places will be allocated according to the applicants’ dates of birth. Children in this category who are not allocated a place in the relevant year will be considered the following year, that is, the age restriction will not apply to them in that year.

Where the number of applicants in categories 2-5 exceeds the number of places available, places will be allocated by lottery.  

If spaces remain after all places are allocated they will be offered to children who have applied for the following year according to their date of birth.

 

Places will be offered in January/February of the relevant school year.  The parents/guardians are asked to confirm in writing by a certain date, that they wish to accept the place offered to their child.  If no reply has been received by that date the place will be offered to another child.  They will also be asked to accept the ethos, Code of Behaviour and Rules of Scoil Naithí. 

 

Waiting List

When all places have been filled the remaining children will be placed on a ranked waiting list.  Parents/Guardians will be informed of their child’s place on the waiting list.  If a place becomes available, it will be offered to the child who is first on the waiting list.  

 

Children will only be enrolled in Junior Infants during the school year if a place becomes available in the class and if they move into the area from another Gaelscoil.

 

Information Meeting

An information meeting will take place in May of the year of entry for the parents of those who secure a place in the school.  It is obligatory that at least one parent from each family attends this meeting.     

                      

Enrolment in Classes other than Junior Infants

Other pupils resident in the area may be enrolled in classes other than Junior Infants. The total enrolment of the school and the number of children in the class will be taken into consideration when the decision is being made.

The decision to accept a child in any other class is made by the Board of Management and their decision is binding.

 

The decision is made according to the following criteria:

 

·       if the child is moving to the area

·       if there is a space in a particular class

·       if the child is transferring from another Gaelscoil or from a Gaeltacht school

·       if the child is fluent in Irish

·       if the Principal/Board of Management feel the child’s command of Irish is satisfactory

 

Parents who wish to enrol their children in classes other than Junior Infants must apply in writing to the Board of Management and fill in an application form (F3).  The applications are dated and placed on a waiting list according to the date they were received by the school.  Applicants will remain on the waiting list until the following 15th September.  A new application form has to be filled in on or before this date to secure a place on the waiting list.

 

Children with a Disability or other Special Educational Need

Application for enrolment of children with a disability or other educational need should be made on the standard application form and must be accompanied by a detailed report of the child’s disability/educational needs, supported by medical reports, assessments and/or psychological report.  Where such a report is not available the Board of Management may request that the child be assessed.  To allow for the time required to assess need and seek resources, application for enrolment for a child with special educational needs must be made before December 31st prior to the child starting school.   It is the responsibility of parents of children with special educational needs to keep the school informed as to that particular child’s current condition.  Children with special needs will be funded in accordance with the level of resources provided by the Department of Education and Science to the Board of Management.  Except in exceptional circumstances, transfers of children with Special Educational needs from local schools will not be considered.

 

Appeals Procedure

In line with Section 28 of the Education Act 1988, parents who are dissatisfied with an enrolment decision may appeal to the Board of Management. This appeal must be addressed in writing to the Chairperson of the Board, stating the grounds for the appeal and must be lodged within ten days of receiving the refusal. Parents, if unhappy with the result of this appeal, may appeal to the Department of Education and Science under Section 29 of the Education Act on the official form provided by the Department. An appeal form will be issued by the school to the parents/guardians. This appeal must be lodged within 42 days of receipt of the refusal from the school.
